-In the EU there is the common perception that the internet is

indispensable for education, freedom of expression and access to

information.

-The EU takes a position that these values are fundamental human

rights and that those limitations must be based on the ECHR.

-The EU has been enacting and considering following internet

regulations: net neutrality; protection of freedom of expression and

privacy on line; protection and use of copyrights on line;

simplification and harmonization of e-commerce regulations; cyber

security

-Basically Japan shares many values pursued by the EU as well, and is ranked as being the 7th freest country in the internet.

-The EU has been the first to introduce and strengthen regulations to protect internet freedom. Japan should keep an eye on the EU policy.
