On July 14th, Prof. Chang Rhyong Oh returned for another lecture, titled “Regional Cooperation in Europe: Nordic Council and Benelux Union.” Prof. Oh started the class by introducing a 2017 white paper on the future of Europe. He stressed the five specific scenarios for the future of the EU which offer a glimpse into the potential future state of the Union. His main point was that regional cooperation existed even before publication of the 2017 white paper.
In the first session, Prof. Oh discussed the Nordic Council which is one of the oldest and most traditional forms of regional cooperation in Europe. It was established in 1952 as an official body for formal inter-parliamentary cooperation. He also gave more detailed information on the Nordic Council-led security cooperation after the end of the Cold War.
The latter half of the session focused on the Benelux Union which consists of the Netherlands, Belgium, and Luxembourg. It is the first cooperation organization in post-war Europe and prioritizes cooperation on the internal market, internal security, and sustainable development.
