The Jean Monnet EU Centre of Excellence receives academic papers on Europe-Asia connectivity for its Junior Research Fellowship Program. Sunwoo Paek (Research Professor at Korea University) was recognized for the research on "EU3 in the Iranian Nuclear Counterproliferation". The paper explores the question – why was U.S. nuclear counterproliferation against Iran failed?. It identifies two factors – a credible guarantor and cooperation against a common threat and explains that the absence of the two factors did not make a contribution to decrease of mutual distrust between the two counterparts, thusly leading to the unsuccessful counterproliferation.
