Dr. Heungchong Kim, the President of Korea Institute for Economic Policy (KIEP), was invited as a guest lecturer for European Economics in session 12 and 13. As for the twelfth session of the <Contemporary Europe>, Dr. Kim discussed about the EU’s common commercial policy and the case of Korea-EU FTA. He first introduced the EU as a global trade power, showing the scale of common single market of the EU and their financial might. Then, Dr. Kim discussed about the EU’s common commercial policy, followed by the main policy tools. EU’s ‘New Trade Strategy’ introduced the concept of ‘Open Strategic Autonomy’ in the time between weakened multilateralism, digital and green transformation, US-Sino competition and pandemic. The EU has been trying to balance between sustainability, resilience and the rule of law. The European Commission is the key actor in setting legal framework, proposal, implementation and final negotiations. The discussion is held under the framework of EU’s common external tariff (CET), PTA, non-tariff barriers and trade defense.
The last topic of the lecture was the FTA between Korea and the European Union. As an expert who led the free trade agreement at the time, he explicated the procedures and steps exercised during the time. Major policy tools and timeline of the effective FTA were dealt in deep case study analysis. Overall, students could learn about the EU’s commercial policy and how it functions in a real life.
